Event Log to SNMP Trap generation not working

I'm trying to get one of the applications we have where I work generating SNMP traps based on information we write to a custom Event Log. I can get the data to the event log just fine, and our test SNMP server can do SNMP gets just fine. But according to Wireshark, no SNMP traps are generated from the machine. I have tried our custom Event Log entries as well as something as simple as a time change in Windows. Is the Event to Trap Translator in Server 2008 R2 broken?

The Security & Traps are configured as follows.







Here is my Event to Trap Translator setup. I exported it and ran evntcmd to import it (Following the directions on the OpenNMS to get it setup).


 
Select Accept SNMP Packets from any Host.

I have tried that option too. Finally figured it out, I missed one crucial step in the directions on the OpenNMS site, you need to highlight mappings before you click the export button. Now to get our app to generate an event log message again (harder than one would think).
