Fan speed and CPU usage

I have someone trying to convince me that fan speed and CPU usage are connected.. more specifically that CPU running at 100% usage during a game was caused by fan failure. This does not logically make any sense to me. Fan speed effects temperature, which can effect performance but not raw usage..

The CPU fan speed is connected if you have qfan on. When the CPU temp rises the fan automatically speeds up to reduce the temperature.

In normal circumstances this has no effect on CPU usage. However if the temp of the Intel CPU is around 100C the CPU will throttle down to a lower frequency to reduce the temperature. During this throttling it can make the CPU usage hit 100% because the CPU is running slower.
