I think West Virginia or anywhere along the Appalachian could have worked just as well.To me, Far Cry 3 and 4 might as well have been the same game. They were good/fun, but just way too similar. 4 was like a big DLC pack. This one feels closer to a real sequel.
Montana's probably a bland choice for a setting, but it IS probably the most feasible story-wise. It IS mostly empty after all. One of the southwestern states (or Appalachian states) could have also worked and would likely have more varied terrain. The knock is that you'd have to suspend your disbelief a little more.
