GA-P35-DS3R: Why are fans not max speed?

Bios reading:
Here's what everything looks like in my PC HEALTH:
VCore OK
DDR18V OK
+3.3V OK
+12V OK

Current SYS Temp 40 celcius
Current CPU Temp 25 Celcius
CPU FAN SPEED 528 RPM
CPU SYS FAN 2 Speed 948 RPM

My GA-P35-DS3R mobo manual said to set Smart FAN Control Method to "Disabled" in order for the CPU fan to be forced to run at full speed.
However, when I did this, I'd still get the same RPM readings.

How do I go about fixing this?
My 120 Scyth fanS are suppose to run 1500 RPM max.

Oh my. I'll give that a try now and see lol.


By the way, is my screen suppose to lag when I drag my folder windows on the desktop? Because it lags like no tomorrow when I do it.

I haven't installed any drivers for my GTS 8800 yet.
 
Fan's at full speed now.

It dropped about 2 degrees C according to the Bios reading
 
Yah, without the vidcard drivers, on-screen stuff would lag.
