I have a problem. One computer in a network i tried to fix has some type of group policy set that disables folder creation in c:

Any idea which group policy is, i've searched and it seems none is set to enabled...

network as in Active Directory or workgroup?

if its Active Directory, you can try gpresult from a cmd prompt to get a list of applied GPO's

simple workgroup

then everything must be done in the gpedit.msc

You can also try downloading the default policies from MS and replace yours with them (copying them to the C:\WINDOWS\inf location, they are .ADM files)
