GTA IV Windows Live Problems

I recently bought GTA 4 fro Steam and have run into nothing but issues. The issues are not with the game it's self but trying to connect to Windows Live, which is required to be able to save any games. I put in my account name and password and I keep getting this error:
The LIVE service may be unavilable, or there may be an issue with your home networking equipment or firewall. To check LIVE service status go to www.xbox.com/support.

I have no idea what is wrong here...
I disabled my firewall to test and I still get the same message.
 
Live was completely offline yesterday for 24 hours. This outage was noted months in advance.

Try again today.
