horizontal lines on laptop lcd

i have recently bought a new hp in my signature. the lcd seems to have horizontal lines on it though. every other horizontal row of pixles is brighter causing subtle lines., anyone ever encountered this i thouhgt it would be a simple refresh rate it wasnt i upgraded drivers that didnt help. i was sent a replacement and it had the same issue. so does any one know whats going on? and its deffinatly not just where the the pixles meet.
