How do I make a scrolling window in a page?

Well, there are two options: Flash and the <iframe> tag. Honestly, not many people here like the <iframe> tag, but if you're set on making that effect, that's the way to go.

Use CSS. Set a block element (p, div etc.) to overflow = scroll or auto.

That's true, I forgot about the overflow way. Use that instead of iframes.
