How does a thread get voted on/rated?

I have noticed that occasionally there are threads that have 4 or 5 stars (actually I have never seen a 1, 2, or 3 star thread).
I understand we can vote for a thread, but how many votes are needed for it to be "rated"
It seems that if I vote nothing matters, then I come back a week later and it's a 5 star thread.

There are two threads (the super long never ending text game threads) in there that are rated.
So whats the deal?
How many votes does it take for the threads rating to show up?
Does it allow for multiple votes?
And can we get a feature to rate a post?

I believe you can only rate threads in genmay (haven't seen the option anywhere else). You can only vote once and I believe between 15-25 votes are required for the rating to show up. It seems that there are only 3 threads with an actual star rating next to it too (a 5 star one, a 4 star one, and a 3 star one).

Yeah, I never noticed it but it is only in GenMay.

Any maybe it's because I never noticed it before but is it a newish feature? I mean, has it only been turned on within the last 6 months?

You are correct on all points save one, it only takes 10 ratings for the results to show
