I think my GTX refuses to work

I swear my GTX refuses to give its full power sometimes. I was running RTHDRBL and i had full screen rendering and max everything and my frames per second were 17-19 and my temps did not raised above 54, which was wierd because it seemed as though it wasnt giving off its horse power. I restart the application and immediatly my temps raise to 64 and my fps go from 17-34. I believe this happens in games also. Sometimes i feel as though im not getting the power out of my GTX

I have an eVGA 7900GTX, which i filed an RMA for on tuesday(i know its borken).

IF this is true, it would explain why i get lag sometimes and sometimes it as smooth as my arse
