Input Lag Question

I've found a monitor that has the same panel as the Dell 2408WFP and the Samsung 245T but much cheaper. I remember reading about the Dell's horrible input lag. Is this lag due to the panel or something else? Basically my concern is.. will all monitors that use that panel have input lag issues?
 
you'd be more likely to get a useful answer if you identified the cheap version.

Edit: Input lag can vary between different brands using the same panel. For an example see planar/doublesight's 26" IPS monitors (none) vs NECs 2690uxi (2 frames), or anyone else using a panel also in a NEC multisync 90 series model (the hardware they use to make the colors perfect for art use is to blame).

I don't have any information about your particular model.
