Is my new video card dead?

Is my new video card dead? When using onboard video the picture is fine but with my 7600gs the scren is all fuzzy(i dont think it is a driver issue because it is fuzzy before windows starts)It is just all fuzzy and wierd colours, my case is well ventilated also,so is my video card dead?

Also my monitor lags when draging wndows but is fine for games when using onboard video can someone tell me how to fix this?

Do a full uninstall of the drivers.

did you download the drivers off of nvidias site not from the cd?

It is fuzzy even before windows starts so it cant be a driver issue, its not just a little bit fuzzy its impossible to see the screen there would be no way to navigate.

are you running off dvi or analog?

Um im not sure which but its the one with the blue plug.vga I think the plug is a half hexagon sort of shape.
