Is There a Connection Dropped Logger?

hi i was wondering if there is such a program that lets say pings a certain ip and if a request times out logs it with a date and time etc.

im trying to figure out if a wireless repeater is faulty or not i was told by my friend that the connection drops or something from his wireless router on and off randomly.

so i would like to know if there is such a tool that logs connection drops.
