Issues with fsb:dram ratio on Toshiba Satellite M45-S269

I just purchased a Toshiba Satellite M45-S269 notebook in which I ran cpu-z, and I found that the fsb to dram ratio is set up at a 2:1 ratio. The cpu is operating at 533mhz and the ram is running at 266mhz. The computer has ddr2 pc-4200 ram and it is supposed to run at 533mhz, so my question is, why can't they run at 1:1, and would it be possible for me to have it run at a 1:1?
