Motherboards need -5v rail from a PSU?

I have two older S754 boards, and i'm trying to put a spare rig together but both boards freeze up during windows install/windows driver install in the GUI. Neither of the PSu's i have, have a -5v rail; is this needed for older S754 motherboards? One is an NF3 250 other is an Xpress200....

I've tried all other options, unless the CPU is fried which is just silly...
