Need some help

I've got an E6600, Biostar TForce 965PT and 2x1GB G.Skill DDR2800 (5,5,5,15).

Everything works well at stock but I'm having a hard time overclocking. I did a bit of RAM testing and the RAM seems to do alright. I turned my multiplier down to 6, ram timings to 5,5,5,15; and RAM frequency to 533. I then tested my RAM up to 460 FSB; it passes 5 runs of memtest test #5 w/o error.

So, when I try to boot into windows with this set up (6xcpu multiplier, 460FSB and RAM as above) the system boots while loading Vista (while the green progress bar is going).

Does anyone have a hunch as to what my problem is? Is this a NB issue? BIOS version? I'm running 119rh2 mod bios from rebelshaven.

One more small thing to note is that in my BIOS all my PSU voltages seem fine except that my 3.3v rail is at 3.28. Is this a problem? I have an OCZ Powerstream 520adj so I can turn it up a little bit if necessary.
 
That voltage is fine.

Have you locked the PCI and PCIe busses at 33.3 and 101mhz?

The PCI bus running over that would ruin an ATA based HD, and the PCIe bus running over 110mhz or so would screw with SATA devices.
