New mobo - Blinking cursor, no boot

I bought a replacement mobo (IPILP-AR) and have been trying to get it to work. I can still use my old mobo.

I turn on the comp with just one stick of ram, no addon cards, using onboard video and my boot harddrive. It gets past the bios then the blinking cursor. Nothing happens. I tried to boot from the DVD drive with my windows 7 install disk. Even when removing my hard drive it doesn't work.

Is the mobo defective?
 
unplug HDD and report back.. if you have any USB drives or memory cards inserted, removed them also.
