So my friend is running a e2180 with a ati HD 2400Pro

He's about to bash his PC and needs a new one.
Budge is Limited, he'd like to Push the game pretty high. FS10 is also coming next year.

2) What's your budget? Are tax and shipping included?

I heard this game is CPU Dependent.
I thought about something like

Amd 955
Radeon 5850
4Gig DDR3

This fits his Budget.

When is your friend planning on buying the 24" monitor? It may be better to time the new video card purchase for around the same time as the new monitor purchase.

Well Onboard sound. for Question #9. Support 1333 DDR3 Ram perhaps?

Here we go so far. Things with ** have been changed because of Stock. I live in Ottawa.
Need a inStock PowerSupply if possible in one of the 3 Ottawa Location.

The 965 is not worth it. The 955 will not run that much cooler than the 965.
 
So the build is done. I went with the Antec 300 @ 49.99$. I think its a way better case. Added a Fan in the Front. Temps are ~50C Prime95.

FSX is maxed out on my 22" used to install his computer. 1680x1050.
