New to PCI-e video cards - help please

I just bought an Asus P5B Deluxe Motherboard. I read that it has two 16x slots but one only runs at 4x.

I plan on buying a cheap video card for now and upgrading to a midrange DX10 card when they become available (i won't have time to do much gaming until the end of summer anyway) - Somthing like this, suggestions welcomed: http://www.newegg.com/product/product.asp?item=N82E16814122205 .

Will I be able to use the above video card in slot #2 when I upgrade for use with more outputs.. I don't want SLI.. I want to be able to hook up more monitors.

This is my first expiriance with PCI express... so I have no friggin clue... (yeah it was time for an upgrade)

PS. IF I can't do the above, I suppose I'll have to get a regular PCI card for my other outputs... any suggestions on a 30-50 dollar PCI video card.
