Oblivion: Can I taunt people into fighting me?

In Morrowind, you could goad people into fighting you (I think...) and then kill them without having a bounty....can I do that in Oblivion? I intentinally got someone's disposition down to 0 but he wouldnt do anything about it...he had a big shiny warhammer on this back, so I figured his life was worth that 30 gold or so I might get for it

It's called Frenzy! It's a spell that make people go crazy and attack anyone! Then the guards will back you up!
