Will my PC Power 750w handle two 280 GTX ftw in SLI?

Plus a q9650 oc'd to 4Ghz at least.

Yes, I'm sure. Here's an article that measured the power of two GTX260s under load. Factor in the efficiency and then add maybe 20W extra per card to get back to GTX280 levels, and you're still sitting around 500W of power usage at maximum stress.
 
How about an amd quad 9950, 2 8800 640 gts in sli, 5 500 gig sata HD's, 1 150 gig Sata raptor, 4 120 mm fans, 2 90 mm fans, 1 80 mm fan, 2 dvd burners, a multi card reader, and 6 40 mm fans?

Do you overclock?

as far as i know there is not a program to measure power load unless you have an ups connected that can transmit that via usb. why the eyesroll?

yes i do but not atm.
