i need to replace an integrated video with a pci graphics card .. my brother just plays wow and would like it to be a bit prettier than it currently is which is horrid

PCI is going to bottleneck the card to hell but probably a Radeon 9250.

You can do much much better than this, while the PCI bus will "bottleneck the card to hell", it will still be quite usable and be a huge upgrade.

For ATI cards the best available is the probably the HD 2400, here's two links:

Nvidia has PCI versions of the FX 5200, 6200 and 8400.

This is stronger than the ATI cards. I wouldn't spend the money, but you might actually be able to game (somewhat) on this one if the rest of the system is reasonably sound.
