power led flash - pc won't boot

got home today and 'puter decided not to boot. at 1st i thought it was a psu problem, but after taking the pc out i realized that when the power cord is connected to the psu, the power led flashes on and off really quickly. does anyone know what this means? i've read that if the led flashed on and off it usually means that the cpu fan is not connected to the mother board, but even after i connect a fan to the mobo the led still flashes. either way the pc is not booting right now , i put this machine together oct. last yr and the specs are in the sig. any help would be grealy appreciated.

friday bump, if anyone has experienced this please advise. i have limited hardware resources to test my parts here so i would like to find as much information as i can before takin parts out and testing them individually.
