Can you actually turn this feature off? I mean can you have the card running full power 24/7 instead of this throttling business.

Is afterburner the best application to up the 2D clocks as I have an MSI 5970.

Open up Afterburner's config file, and turn turn on EnableUnoffcialOverclocking. That will force your card to stay at full speed even at idle.
 
You should only have to up the 2D clocks if you experience flickering when using multiple monitors in a desktop environment. If that happens, you don't need a third party application to increase the 2D clocks; simply creating an ATI Overdrive profile will be sufficient. And recent driver releases appear to have fixed this 2D issue on the 5xxx series for most people, so you may not have an issue at all.
