Preventing DNS munchers on your server

I figured out to use *:443 and *:80 in httpd.conf (well virtual host file) to rewrite traffic into a webserver where someone's domain DNS is pointing to your apache server IP.

What are some methods that you use to prevent DNS munchers munching at your web server resources?

.htaccess?
virtual hosts?
firewall?

I'm guessing he means people using his server as their DNS server to run queries off it. Has nothing to do with the apache. I forget the correct term think it's called DNS relaying.
