Problems upgrading dad's Dell 4400

I don't claim to be a RAM expert by any means, so I need some help. Okay, so my parent's have a Dell Dimension 4400 that's 3 years old. It currently has 256MB of Micron PC2100 CL2.5 in it. We went out and bought 512MB PC3200 Corsair ValueSelect CL3 today, which is 2 sided if that matters. When I went to put it in, the computer beeped a few times, and wouldn't boot. I tried switching the sticks between the 2 banks, tried the VS by itself, same problem every time. The only way it boots is with the original PC2100 in it by itself. I checked the owners manual and it just says 184 pin DDR, up to 512MB per slot up to 1GB total, no speed is specified.

With my limited knowledge, I can only come to two conclusions: the Dell is having a problem w/ the CAS Latency of 3 on the new stick, which seems unlikely. Or, the it is a bad stick of memory that I need to go exchange. Do you agree? Any suggestions?
 
is there any way to manually set timings in the bios?

also, you technically should put the biggest stick in slot1. see if that works
