Qarl's and Shivering Isles

Does Shivering Isles recycle the same textures from the original Oblivion? I just want to know if Qarl's would work in Shivering Isles.

It looks like all the textures are brand new. I've got QTP3 installed and have only noticed newer, lower res textures in the new realm.
