Quick PSU voltage check

PSU disconnected from computer with a load tester and voltage meter:

12v: 11.96v (constant)
5v: 5.16v (constant)

PSU hooked up to computer and all devices hooked up - Bios readings:
3.3v: 3.29v
5v: 5.10v
12v: 11.73 / 11.76 (the reading keeps fluctuating between the two)

See any problems?

PSU hooked to the computer, computer running and winxp setting up an ntfs partition.
(using a craftsman volt meter)

12v: 11.80 / 11.81 (keeps changing back n forth)
5v: 5.15v (steady)

I'll have to rig something up to test 3v.

I'll report the readings while in the OS etc. when I get a chance.

I just want to rule out the PSU as being the cause of one hard drive failure and possibly another with this computer.

And while we're at it, what PSU *should* be used for the following components? (Power requirements)

(micro-atx case/power supply) HP pavilion 7960 model

P4 423pin 1.3GHz
Intel 850 chipset motherboard (3 pci slots/ 1 agp)
agp tnt2 video card
56k pci modem
creative sound card
4 64MB rimms
processor fan (coolermaster that came with the computer)
1 case fan (12v .15a)
CD burner
dvd drive
floppy
usb keyboard
usb mouse
printer hooked up to usb (has it's own ac->dc adapter
digital camera hooked up to usb
40GB Maxtor 7200RPM ata 66 hard drive

I tried http://takaman.jp/D/index.html?english and came up with ~235watt requirement. Does that sound right?

Edit:

I checked the 5v and 12v during reboot, loading of the os, normal usage and filesystem benchmarking. The 12v fluctuates between 11.74 and 11.96 and the 5v fluctuates between 5.11 and 5.16.

It looks like the Delta electronics PSU doesn't have enough balls for one and the 12v rail voltage is low and unstable.

Do you think the PSU looks like trouble or am I just being too picky?

Now, I tested the computer with a different power supply and monitored the voltages with a volt meter. 12V stuck around 12.16 and 5V stuck around 5.24.

What's the best micro-atx psu? Or would it just be better to get a different case and a regular PSU?
