Ripjaws rated too fast?

Here's a review of some Ripjaws X PC17000 (2133 MHz) memory that indicates it's made of overclocked Hynix H5TQ2G83BFR-H9C chips (PC10666, or 1333 MHz):

Or am I reading something wrong?
 
It looks like you are reading correctly. Also remember that 1.5V is the JEDEC standard voltage for DDR3 chips so when you see dimms of higher voltage they are either overclocked or chips that did not meet the standard.
