So I have two computers at home that have been completely rebuilt from the ground up. The final part that needs to be resolved is the issue of storage. Right now, I have two 36GB raptors and two 7200rpm 150GB samsung hard drives. At first, I was thinking of just putting the raptors in raid-o in one computer and the samsungs in raid-0 in the other. However, I have also read that using raptors in a non-raid configuration may yield to faster speeds. I am mainly looking for speed within windows so that I get virtually no-lag time when opening programs and files.

Is it possible to use 1 raptor and 1 samsung in 1 computer and the same in the other in a non-raid configuration?

Sure! This is what they're designed to do. Just plug them in, don't set up a raid array, and install Windows as usual (I'd suggest slipstreaming a disk with drivers for both SATA controllers and SP2, look up nLite to do this simply) and you're set.
