SemPr0n 3100+ voltage locked?

I did some checking for the first time the other day and various programs like CPU-z and such are reporting that my Sem-pr0n 3100+ never goes above 1.450 core volts, no matter what I set in the BIOS. It's a Chaintech VNF-250. I can set the core at 1.5 but it never gets there, or so says my reporting progs.

Any idea whats up?

A lot of boards limit either 90nm voltage or Sempron voltage on the S754 side. I know MSI K8N Neo4's limit voltage on 90nm Ath64's, so it could be that. A DFI nF4 infinity or Lanparty UT250GB would let you go up to 2.1v or so on any CPU.
