Should my PSU work without being plugged into a motherrboard? (Etasis 850)

Light comes on but it doesn't power anything else or even start it's own fan spinning.

Motherboard arrives tomorrow or Monday.

I can't find a link to it, but most people who use water cooling setups use a little jumper thingy (can't remember the name) to turn on the power supply to test their water loops.
But you're getting your hardware soon so its a moot point.

You can use a paperclip to jumper the green wire to a black wire on the 20 (or 24) pin connector. That's what'll turn it on.
