Skyrim Issue - Health bar not depleting, magicka and stamina "move"

Having an issue that once I get out of the starting cave, my health won't deplete and both the magicka and stamina bars move out of their boundaries. The game is unplayable because I have no idea how much health I have.
 
I have disabled any add-ons and it still happens. Wonder if it is a Catalyst bug?
 
Thanks, DJ! Just found something similar and modifying my shadow resolution fixed it. How dumb of a bug to exist!!
