Slow connection problem

This is wierd. During the day I can expect and understand some slowing of a connection. But I have a cable modem and right now im doing 34kbs. That just doesnt seem right. Then when I go on my laptop i get +500. I just reformatted recently, after a new vid card, mobo and RAM and Im sure thats the problem. How do i figure out what is slowing me down. Could it be the drivers or something? Help would be much appreciated.

i have an ASUS K8N Socket 754 mobo.

chipset drivers? lan drivers? they all play a part
