Soyo P4i875 Dragon 2 V1.0 Question

Hello all
I am building a PC with this mobo, with 3.2E CPU, 2x512MB HyperX PC3200. I am going to be using water cooling on this system.
Anyone has any experience with this mobo? What kind result can I expect? What are some of the bios settings that have proven to be stable?
My parts are still coming in, so I am not in a rush.

everything is here and new PC is breathing... but I have all kinds of problems.
1. I can't get it to boot with USB drive at all, so no USB memory key or external CD can be used to boot, nothing in bios that would allow me to do so.
2. I can't run in Fast or Turbo mode.. won't even POST.

What am I doing wrong? Ideas please??
