Spotty power... or MoBo?

Are random CTDs and occasion BLUE screens along with loss of power to USB devices a problem with a PSU or the MoBo? I'm using a Corsair 520watt PSU with an Asus P5n-E, and I don't know which to RMA. No luck switching stuff out because the problems will go away for a few weeks if we plug the PC into a different outlet.

I thought that, and I did error in Mem Test, but only once. Couldn't get the darn thing to error again for the life of me. Of course now that I think about it, it not really any less likely that the RAM goes crazy off and on than anything else.

Still, my MoBo reports the +5v to be .2 V down. It probably doesn't mean anything, but everything is a lot closer.
