start button disappears?

mce2005, I rebooted ,and no start button or lower tool bar. Any ideas for a fix? Recovery console or a repair install wouldn't work,. and I don't want to reformat. NSW showed no viruses. start bar IS visable in safe mode.

Really dumb question, and I feel bad for even asking, but are you sure it's just not hidden? What about the option to show on top of all other windows?
