Because it’s too late to fix it. This stuff was planned out even before release. Soonest they could shift to really fix things would be this summer, but it’ll be 100% dead by then.This is one of the weakest attempts to fix a live-service game I've seen since Anthem. None of the new character models look good, most of the costumes look like ass. This is a real "putting lipstick on a pig" situation.
Suicide Squad: Kill the Justice League Hackers Are Playing with Unreleased Characters and Skins
Publisher Warner Bros. is working to remove images showing hackers using unreleased character Deathstroke, unreleased skins, and even details on gear set to be added to the game in Season 2...this is an obvious concern for Warner Bros. and developer Rocksteady, given hackers are freely accessing content it plans to sell to players in the future...

as a huge fan of Rocksteady's Arkham games I'm disappointed they were forced to make this game that they obviously were not passionate about...the Arkham games had such beautiful craftmanship and attention to detail...the guys making it were obviously huge fans of the source material...Suicide Squad looks like a total cash grab forced on them by Warner Bros....so much so that the heads of the studio left to form their own new studio:
Rocksteady co-founders Sefton Hill and Jamie Walker have set up a brand new games studio...it's called Hundred Star Games, and is based in London...it intends to employ around 100 developers to work on an unknown AAA project, and is currently in the process of building up its team and getting it fit for purpose
