The no free shipping on the Case, Mobo and PSu is what's going to affect the budget. It will add a good $25 extra on the shipping to it. Now, I am not sure what size monitor and resolution your friend has but, let me whip up a build for $600

Thanks so much. Could you check my wishlist real fast?. He said he can go up to 650ish. My main issue is between the EA650 vs the VX550. The EA650 is cheaper. Which would you suggest? Also, would you choose the 534, CM 690, or Lian Li PC-56KW?
Also, one outtake 120mm should be sufficient for cooling, right? This build will not be overclocked. I chose the 4860 due to the it's price and theoretically it should perform just under the 5770.

Heck, I didn't even know there was a 4860 until now. There doesn't seem to be much about them on the internet. As for the case, too bad you didn't get it around Black Friday. I got the Antec 300 from newegg for $50, plus an additional $20 off after MIR, so only $30.
 
Frankly, in my opinion, HG's build is better than your wishlist.
1. The Phenom II X3 720 is a better choice than that x4 you chose. While the x3 720 does have one less core, it has the potential to unlock the fourth and it is multiplier unlocked. That is important to me, though not sure if you friend would care.
2. Seagate 500GB HDD is faster than the WD640GB as it has a higher density, 1 500GB platter vs 2 * 320GB platters on the WD. To top it off, it is cheaper.
3. 5750 is a much more future looking GPU than a 4XXX GPU.

If you want to spend some more money (using HardwareGuru's build as a baseline), you can easily. Bump up the RAM to 4GB of DDR3 1600 for ~$10, grab a better case (say the CM 690) + $10, and say grab a beefier PSU (Antec EA650 +$35). That would put you at a little over 650.

In terms of case, that is a completely subjective and personal choice. I'd have your friend choose the case after reading reviews and looking at pictures. Now if you are going to actually assemble it, then perhaps you could nudge your friend to a case which you'd like to work in.

One 120mm fan would be sufficient for cooling.
 
Thank you Master Bob for saving the trouble of me typing hehe. In addition to what he just said, the X4 620 lacks L3 cache which cripples its performance in gaming vs the Phenom II X3 which has 6MB of L3 cache. True, you can O/C the X4 620 to makeup for the lack of L3 cache but, you can also O/C the X3 720 which has L3 cache and the possibility of unlocking the 4th core.

The Radeon HD 4860 maybe cheaper than the Radeon 5750 but, the 5750 would be more future proof because of its DX 11 support and Shader Model 5.0 support. Both of these video cards performance should perform about the same as they both fall between a Radeon HD 4850 and Radeon HD 4870. On top of that, the XFX Radeon HD 5750 is an XFX brand and you have lifetime warranty vs the Sapphire brand 4860 video card.

As far as the Antec EA650 and Corsair VX550, I find the Corsair VX550 a poor deal in my opinion. The selling price of it has not been attractive. It's ranging from $80 - $100 but, for that price, you might as well get the Antec EA 650 with 45A vs 41A on the Corsair VX550 or get the Corsair 650TX with 52A on the +12V

Among the 3 cases, I would get the Coolermaster RC-690 for $60 w/free shipping. That's a great price for that case. It was on sale for $74.99 and $64.99 not to long ago. So, $59.99 sale price is very good.

I would add that the extra $30 for a Radeon HD 5770 is low enough that you could indulge your friend to that.

I would setup the cpu, motherboard and vidcard like this:


With the above, you leave the door open to add another 5770 in the future (crossfire @ 8x/8x) should your friend want to. 5770x2 currently rivals a single 5870 in performance.
