Venice 3000 , Temp problem

I have a Venice 3000+ running on a Matx ECS Matx Mobo (RS480) , with the stock cooler. It wont run under 54C Idle , and when gaming it hits 60-65+C , making the stock fan max out at 5k rpm and it sounds like a vacuum. At first I thought it was the shitty thermal pad so i replaced it with some artic silver , but still the temps wont go down. My case is a Chieftec Dragon w/ 2 80mm's in the back. Any ideas what it could be?
 
A bit more information might be useful

Is it over clocked?

What voltage are you running to the CPU?

What are you using to read the temps?

How warm is your room?
 
The chips running at stock , 1.4V , The room isnt hot untill this chip heats it up like an oven.
Im using the Bios to read the temps , no other program seems to work with this damn mobo.
 
Thanks for the link bill. I upgraded to the newest october 05 bios , but it still saying my temps are the same. Ive had nothing but problems with this board. I ordered a xp-90 , and im going to get a new mobo as well.
 
Update , I put a xp-90 on today with a Vantec Stealth 92mm mounted. My temps are still idle at 44-45C , im about to give up on this chip..
