vga silencer II?

i was looking at the HIS iceq II card and it has a new kind of vfa silencer on it.
1. are these new vga silencers for retail sale or do you have to buy the video card
2. are they compatible with a 9800pro
3. do they perform any better than the old silencers
4. where could i buy one
