Video Editing box

One of my friends would like to build a video editing box and being that I know about hardware I offered my help but I don't know what makes a good video editing box so I turn for your help. I assume a dualcore chip and 2gigs of ram are a standard now and of couse lots of HDD space. I have no idea if a special type of vid card is needed either so if you could throw in some ideas for an affordable box. I will soon ask him how much he is willing to spend but I am assuming $500-$1000 without peripherals.
