Video issue when watching HD movies

I am having issues when watching anything in HD on my TV from my computer. What is happening is a horizontal line about 1 inch thick is showing the image all blurred and messed up through the middle of the screen. This is only when something is moving on the screen, if its a somewhat still image its perfectly fine.

I am running a 8800GT to a DVI-HDMI adapter, with a monoprice 1.3a hdmi cable, to my 55" Toshiba (55ZV650U).


My 360 and cable DVR do not have this issue. It is only happening when I am watching HD movies on the PC, standard def are fine.

Anyone have any ideas?

What software are you using to play the movies? If you've isolated the issue it's probably the software's fault.
