Video out on a laptop?

Hey all sorry if this is a dumb question but i dont not have a laptop so i dont really know much about them. Anyway, my friend wants to be able to watch movies from his laptop on his tv. The problem that i see is every card that i've looked at is a tv in with no video out. So i guess my question would be what does he need in order to watch movies on his tv from his laptop? I know for instance all the video card i've ever owned on my pc have all had video out, so im a little stumped.

I just bought a VGA-toRCA and S-Video out converter for my PC, which would also work for my GFs laptop. It turned out to be a POS converter, or just too cheap of one to feed a good signal through. Maybe someone else can shed some light. Until this point weve been moving my big 21" monitor in the living room, thats why i bought the vga-rca converter ..... too bad it didnt work.
