Vinyl Cutter & Paper...how do i get started cutting on my own?

I didnt know where exactly to post this so here goes.

I've been ordering a lot of vinyl stickers on ebay lately, and am thinking about buying my own vinyl cutter.

I was looking at this one here, and figure it would do the job. The only question is, WHERE do i order adhesive vinyl paper from? I've spent hours googling for this and all i keep finding are sticker creation companies, and nothing in the realm of what im looking for (24" roll of white vinyl adhesive paper)

Also, how do you go from once you have your design cut, to having it where you can apply them on a car, etc. You know, (if youve ever purchased die-cut anything) like how you peel off the one side of paper...the back of the sticker and press it on the object it is to be stuck to, and then peel off the other stuff. Is that 'other stuff' just contact paper?
