VIVO + DVD + MMC/DScaler = frame loop

I've got an x850XT PE VIVO, my dvd player is connected to the card using S-vid. When I play an older DVD, or a concert DVD (I used Opeth: Lamentations DVD) it plays without any trouble. When I try with a more modern DVD, it will start a loop of 1.5-2 seconds of video. I tried using DScaler as well, and it has the same issue-- plays 3 seconds of video, then starts looping the last second over and over and over.

Anyone have any insight as to why this would be happening?

I'm using 6.1 Cats, newest WDM driver, and the bug occurs in both the newest version of MMC as well as 9.06.

ALSO, I've noticed now that when I try to play one of the DVD's that isn't working, while it loops the last few frames, there's a small band up at the top of the frame that's being correctly rendered. It's like there's a correctly playing video in the background but in the foreground, there's a looping of a few frames.
