VIVO?

I'm looking for a PCI-E video card that is *NOT* for gaming, but I want VIVO capabilities (s-video, hdtv, etc). I also need 2xDVI ports for two LCDs (and the ability to run both LCDs at the same time as the video output). Any ideas? I can't seem to find anything that isn't a super high-end gaming card (cost is a concern, as is fan noise).
