Weird Email Characters

Hey All,

When I receive mail from a certain individual, it comes out with a whole bunch of weird characters like such:

(Any idea what this could be?)

Ummm is it encoded? there are some message encoding options, I think some programs omit it as it rarely used. I don't remeber what it was named I'm not talking about the chracert incoding between like English and English-ISO

it was something like UUE or something like that. If this is a person that you know mail them back and say What the Hell did you do to this message?
 
It's Base64. The first line reads
"6 Sep 2004 09:00:44 -0400, "Nichols, Randy"
<rnichols@s"
.
(You probably need to mess with the character set or decoding options in your mail reader.)
