What is the best bang for the buck VGA currently ?

Going to build a mid-range PC for my cousin.
Any suggestions for mid-range best bang for buck VGA ? (GTX460, 550 or something else ?)
 
best bang for the buck is still the GTX 460 or GTX 560TI or HD6870.. but it also depends on important things like CPU and resolution. because if your playing under 1080p then none of them are the best bang for the buck since they would end up being overkill.
