Which is faster?
Which is more feature packed?
Both supported DX9?
Which is a better choice given same ram and price?

The X1300XT is stronger, and has SM3.0 (duh) while the X550 doesn't (It's supposed to be the Radeon 9550 but on PCI-Express I assume), is supposed to provide better image quality, and is more futureproof.

EDIT: My friend just got the card and I'm impressed how it can run CSS smoothly at 1280x1024.

Absolute best bang for the buck. Here's the list of all the relevant cards for your question, in order from worst to best.

X300:
Outdated architecture
4 Pipelines

X550 (Leftover X300, overclocked):
Outdated architecture
4 Pipelines
Overclocked X300

X1300:
4 Pipelines

X1300Pro:
4 Pipelines

X1300XT (X1600Pro, renamed):
12 Pipelines

X1600XT/1650Pro:
12 Pipelines

Actually, the X1300 XT and X1600/X1650 cards don't have 12 pipelines. They still have 4 texturing units and 4 ROP units, but have 12 pixel shaders and 5 vertex shaders. The X1650 XT has 8 texturing and ROP units and 24 pixel shaders, as well as 8 vertex shaders (the same as the X1900/X1950 cards). Basically, they implement ATI's strategy to use a lot of pixel shaders.

I'd take a look at the 7300GT as well; they should be faster than the X1300 Pro and perhaps the X1300 XT, depending on the clocks. This one by Gigabyte has a core clock of 450MHz, which is almost as high as the ZOGIS one reviewed by HardOCP recently (it uses GDDR2, though).

If you wait a little longer you may be able to get X1300 XT's and 7300GT's with GDDR3 memory.

you see this card is for my dad...who plays literally ZERO game..

his maximum budget is $60..

what's the BEST PCI-E card you can get with this money?

Will that 64mb x300 card have enough horse power to drive Vista with full aero theme?

He'll prolly run Vista in the future so I'd like to get him Vista-capable video card if possible..
